MC DIR shall obtain a landing/low-approach clearance from ADC by 4 NM.
If landing clearance has not been issued by 2 NM from touchdown then a light aircraft or helicopter may be instructed to contact ADC for landing clearance; a jet or large aircraft should be instructed to go around unless another course of action has already been co-ordinated with ADC.
